Water
Water rates are calculated with a monthly connection rate based on your meter size, plus a consumption charges based on every 1,000 gallons used per month.

New residential water rates effective January 1, 2026
The City Council adopted a new water rate structure on June 11, 2025 , based on a water rate study conducted to analyze the expenditures needed to meet the demand for ongoing and future infrastructure projects. To minimize the impact to customers, the new rate structure progressively increases over the next five years.

Water Disconnection: If water service has been terminated at a property for non-payment, the customer must pay the full account balance plus a reconnection fee ($25 by 3 pm the following day, $65 otherwise) before water service is restored. Water may be disconnected any time after the 20th of each month, assuming payment has not been received. City ordinance prohibits anyone other than City employees from operating or tampering with the water meter. This includes plumbing professionals. Tampering with a meter is considered a Class B misdemeanor and is subject to penalty.
Sewer / Wastewater
Sewer fees are calculated based on overall winter water use because there is no meter on wastewater pipes. The purpose is to not base sewer fees on irrigation water used during spring and summer months. Monthly sewer fees are recalculated every year, with new rates reflecting July 1.
The current sewer rate is $12.00 per 1,000 gallons of the Winter Average.
The total water used during the time period of November 3 - April 3 is divided into a Winter Average. This Winter Average is then multiplied at the current sewer rate.

For new owners who do not have an average to base their sewer rate on, the monthly winter usage will be 5,000 gallons per month until the following year.
Garbage
- $14.29 per month
Owner-occupied single-family residences may have one (1) garbage can and one (1) recycling can for the cost of $14.29 per month. This is billed monthly. Customers may have one additional garbage or recycling can for an additional $14.29 per month. Prepayment of the remaining billing cycle and a $25 delivery fee is required.
Stormwater
- $6.00 per month for a single-family home
- $12 per month for duplexes
Anything more than two family units on one parcel of land and commercial are calculated based on the size of the parcel of land and the amount of impervious material (buildings, asphalt, concrete, etc.) on the parcel. 1 ERU (Equivalent Residential Unit) is $6.
Transportation Utility Fee
The Transportation Utility Fee (TUF) funds transportation infrastructure that serves the residents and businesses in the community. Commerce has a direct impact on city infrastructure, and to maintain quality, reliable roads, we must invest in their maintenance and repair. TUF funds may only be used for road repairs, construction, and maintenance of roadways. Property owners are charged based on their use of the transportation system.
