City Budget Basics

Overview

Adopting the city budget is an annual process where the Mayor works with every department to review priorities and draft a budget for the upcoming fiscal year (the fiscal year is July 1 through June 30 of each year). The Mayor presents the proposed budget to the City Council for adoption. Public participation is an important part of the process and is encouraged so the budget reflects the needs of our community.

Roles & Responsibilities

Each role in the budget process is equally important and critical to the transparency and accountability required to pass a fair and balanced city budget for South Salt Lake. 

  • Executive Role: The Mayor is responsible for preparing the annual budget and submitting a proposed budget to the City Council for recommendation and adoption.
  • Legislative Role: The City Council is responsible for reviewing the proposed budget from the Mayor, listening to public feedback, making adjustments to the budget, and adopting the annual budget.
  • Public Role: The public is responsible for voting elected officials into office and sharing their input on the proposed budget through the public hearing process or by directly contacting elected officials.

Funding Sources

Governments are required to pass a balanced budget where expenses match revenue. There are three basic funding sources in the city budget:

  • Grants tends to be a restricted funding sources received from federal, state, and county government, or private foundations.
  • Fees are collected for services provided to the public to offset the expenses.
  • Taxes come from sales taxes, use taxes, and property taxes collected by the state and county and redistributed to the city.

Public Hearing

The City Council hosts a public hearing before adopting the budget to gather feedback from the community that helps inform their decisions and ensures the budget reflects the priorities of our residents and businesses.

The public hearing for the FY2026 Budget will take place during the June 11, 2025 Regular Council Meeting. The meeting will take place at 7pm at City Hall (2nd Floor in the Council Chamber).
